Launching of activities aimed at creation of a free-trade area between Ukraine and the EU.

August 16 - Cabinet of Ministers Resolution №1496 approved the Concept of Adaptation of the Ukrainian legislation to the EU legislation.

September 23 - During the Ukraine-EU Troika meeting at the Foreign Minister level the EU noted the importance of the pro-European choice of Ukraine, reiterated its respect for the European course of Ukraine and outlined the basic provisions of the EU Common Strategy on Ukraine.

December 6 - The meeting of the President of Ukraine Leonid Kuchma with the President of the European Commission Romano Prodi.

December 10 - Adoption of the EU Common Strategy on Ukraine on the EU Helsinki summit

1998

February 24 - The Ukrainian part of the Council on Ukraine-EU Cooperation is created.

March 1 - Agreement on Partnership and Cooperation Between Ukraine and the EU comes into force.

June 8-9 - The first meeting of the Council on Cooperation between Ukraine and the EU

Ukraine officially announces its intention to become an EU associate member.

The Rules of Procedure of the Council on Cooperation are approved, the Joint Working Program on Implementation of the Agreement on Partnership and Cooperation for 1998−1999 is adopted.

June 11 - The Decree of the President of Ukraine №615 approved the Strategy of Ukraine's integration to the EU.

June 12 - The Resolution of the Cabinet of Ministers of Ukraine №852 on launching the mechanism of Ukrainian laws adaptation to the EU norms.

July 26 - According to the Decree of the President of Ukraine on "Measures on Improving Legislative Activities of Executive Power Bodies" the Center for Translation of European law is established.

August-September - Mission of the special representative of the Government of Ukraine to the capitals of the EU countries.

October 16 - The second Ukraine-EU summit (Vienna) Cooperation in foreign policy and defense is discussed.

Ukraine-EU relations are characterized as "a strategic and unique partnership"

November 5 - The first meeting of the Committee on Cooperation Six Sub-Committees are founded:

  • on Trade and Investments
  • on Financial, Economic Issues and Statistics
  • on Energy, Nuclear Issues and Environment
  • on Customs and Border Cooperation, Combating Money Laundering and Drug Trafficking
  • on Transport, Telecommunications, Science and technology, Education
  • on Coal, Steel, Mining Industries and Raw Materials

December 11−12 - EU Vienna summit

The decision on developing an EU Common Strategy on Ukraine is adopted.

December - The Parliamentary Committee on Ukraine-EU Cooperation commenced operations.

1997

February 5 - During the Ukraine-EU Troika meeting at the Foreign Minister level, ways of implementing the Action Plan and the possibility of opening an EU Documentation Center in Kyiv were discussed.

April 17−18 - Meeting of the Ukraine-EU Joint Committee Problems of economic cooperation are discussed

July 15 - An Agreement Between the European Community on Steel and Coal and the Government of Ukraine on Trade in Certain Steel Products is concluded.

September 5 - The first Ukraine-EU summit (Kyiv)

Approved Ukraine's European choice.The existing problems in the in the law and treaties sphere are discussed, paths for economic cooperation are examined.

December 1 - Unilateral introduction by Ukraine of a visa-free regime for diplomatic passports holders from EU countries.

1996

May 6-7 - Meeting of the Joint EU-Ukraine Committee.

The issues of ratification of the Agreement on Partnership and Cooperation and granting to Ukraine of the country with economy in transition status are discussed.

June - The European Union recognized the status of Ukraine as a country with an economy in transition.

September 12−13 - The visit of the European Commission member Hans van der Broek to Kyiv

Signing of the TACIS indicative program for Ukraine for 1996−1999 and of the Financial Protocol on the EU/G7 joint action plan on restructuring of Ukrainian debts in the energy sector.

December 6 - Adoption of the EU Council of Ministers Action Plan on Ukraine

The readiness to develop and strengthen political and economic relations with Ukraine is expressed.

1995

March 24 - The first meeting of the Joint Ukraine-EU Committee

Cooperation in various branches of the economy between Ukraine and the EU is discussed.

June 1 - Meeting of the President of Ukraine Leonid Kuchma with the President of the European Commission Jacques Santer Signing of the Temporary Agreement on Trade and Issues Related to Trade Between Ukraine and the EU.

July - The Mission of Ukraine to the European Communities is established.

1994

March 9−11 - The EU Troika visit Kyiv. Meetings with the President of Ukraine, Chairman of the Verkhovna Rada of Ukraine.

The first Ukraine - EU Troika meeting at the level of the Ministers of Foreign Affairs. Further meetings took place semi-annually.

June 14 - The Agreement on Partnership and Cooperation Between the EU and Ukraine is signed.

October 31 - Special resolution of the EU Council of Ministers on Ukraine.

November 10 - The Verkhovna Rada of Ukraine ratified the Agreement on Partnership and Cooperation between Ukraine and the EU.

November 28 - The EU Council of Ministers outlines a decision on a common position on Ukraine.

March 23−24, June 8-9, November 25−26 - Negotiations on the Agreement on Partnership and Cooperation Between Ukraine and the EC.

May 5 - Agreement Between the European Communities and Ukraine on Trade in Textile Products.

October - Opening of the EC Commission Representation in Ukraine.

February 11 - Protocol on the Agreement between the European Communities and the New Independent States Concerning Programs of Technical Assistance to Ukraine.

April 6 - The Commission of the European Communities Instruction to the EC Council of Ministers to start negotiations on concluding cooperation agreements with Belarus, Kazakhstan, Russia and Ukraine.

September 14 - Meeting between the President of Ukraine Leonid Kravchuk and the President of the EC Commission Jacques Delor

The first EU-Ukraine top-level meeting.

1991

December 2 - Declaration of the EC on Ukraine

Democratic character of the All-Ukrainian Referendum is mentioned.

Call to Ukraine for continuation of an open and constructive dialogue with the EC, aimed at ensuring implementation of all obligations undertaken by the USSR and in force.
